Approval Process for New Degree Program Proposals
- Draft New Program Proposal (NPP) using CBHE Guidelines:
- CBHE New Program Proposal Outline
- Complete required UM System Forms
- New Degree Program Proposal Forms (link will open as MS Word document)
- UM System Forms for Off-Site and Collaborative Programs only (links below will open as MS Word documents)
- Off-site programs must also include Form OS
- Collaborative programs must also include Form CL
- Departmental, Divisional, School and/or College approvals of the NPP are obtained as appropriate for the originating department's reporting structure.
- The originating department's Dean (or final approver from C above) forwards the completed NPP to the Office of the Provost with a memo requesting review and approval. The NPP will be logged in the Provost's Office and the UMC Campus Approval Process outlined below will begin.
At any point during the approval process outlined below, the contact person named on Form NP may be asked to address questions or concerns raised during the review process. Any revisions made to the NPP as a result of these conversations should be dated appropriately, returned to the approver requesting the change AND the Office of the Provost. Because the NPP may go through several revisions, the electronic copy is not requested by the Provost's Office until the Chancellor has approved the document.
- The Associate Provost and the Director of Budget review the Financial Projections
- Once the Financial Projections are approved the NPP is forwarded to either:
- The Dean of Graduate Studies and the Graduate Faculty Senate or
- The Vice Provost for Undergraduate Studies and the Undergraduate Curriculum Committee
- The DGS or the VPGS will forward the approval of the GFS or the UGC to the Provost with recommendation for approval.
- The Provost will review and make a recommendation to the Chancellor.
- Upon receipt of the Chancellor's approval, the Office of the Provost will request an electronic copy of the final NPP from the originating department. The Office of the Provost will submit the NPP and all approval documentation to:
- the Vice President for Academic Affairs in the UM System with copies to:
- the originator of the NPP,
- all approvers as listed above, and
- the Office of the Registrar.
If there are any questions raised during the UM System or CBHE approval process, they will be communicated to the Provost. The Provost will discuss any concerns with the originator of the NPP and request appropriate revisions and/or approvals as necessary. At this point any revisions to the NPP should be dated appropriately and returned to the Provost electronically and in hard copy.
- The VPAA will share all NPPs with the sister campuses. If there are concerns or questions raised by the other campuses, the VPAA will communicate this to the Provost and work with the proposal author and Associate Provost to make appropriate revisions.
- The VPAA will review the NPP and make a recommendation to the Board of Curators.
- Once the Board of Curators approves the NPP, it is sent to the DHE and posted on the CBHE website for review by other State of Missouri institutions for a period of 21 days. The DHE will inform the VPAA of any questions or concerns raised.
- The NPP is submitted to the CBHE for approval at their next scheduled board meeting.
- The VPAA is notified by mail of the CBHE's decision.
- The VPAA will copy the CBHE's decision letter to the Provost.
- The Provost's Office will distribute copies of the CBHE approval letter to:
- the originating department,
- the departmental approvers,
- all UMC approvers who were involved in the campus review process,
- the Office of the Registrar, and
- the Office of Institutional Research
- Once approval is received from the Provost's Office, the Office of the University Registrar will update the University of Missouri database system with the new degree program effective for the future term for which it is approved. The department is responsible for submitting the degree program changes to the Registrar's office for inclusion in the next update of the course catalogue for undergraduate programs and to the Graduate School for graduate programs.
